The Board of Supervisors of Lower Paxton Township hereby gives public notice that a public hearing for Ordinance 21-02, is scheduled for Tuesday, August 17, 2021. The public hearing will begin at 7:00 p.m. in the Township Municipal Building, 425 Prince Street, Harrisburg, Dauphin County, Pennsylvania. The request will be discussed prior to the public hearing at the August 11, 2021, Planning Commission meeting.

Ordinance 21-02 amends Chapter 203 of the Zoning Ordinance, Section 303.A, to modify the Lower Paxton Township Zoning Map (the "Zoning Map") to rezone land from the (CG), Commercial General District to the (TC), Towne Center District. Ordinance 21-02 amends the Zoning Map to rezone from the (CG) Commercial General District to the (TC) Towne Center District for the parcels known as Dauphin County Property Identification Nos:

The above referenced parcels to be rezoned consists of 51 acres of land. The area that is to be rezoned is intended and deemed to include entire contiguous area that is generally bounded to the west by SR 3017 known as Colonial Road; to the north by parcels located along Ethel Street; to the east a Township Road, Care Street; and to the south SR 0022 known as Jonestown Road.

Ordinance 21-02 also contains a repealer clause, a severability clause, and an effective date.

Following the public hearing on August 17, 2021, the Board of Supervisors will consider enactment of Ordinance No. 21-02.

Public Notice - Issued June 24, 2021

The Board of Supervisors of Lower Paxton Township hereby gives public notice that a public hearing on Ordinance 21-03, is scheduled for Tuesday, July 6, 2021. The public hearing will begin at 7:00 p.m. at the Township Municipal Building, 425 Prince Street, Dauphin County, Pennsylvania, Room 171. 

 The Township of Lower Paxton desires to update and amend its rules and regulations concerning the maintenance of certain wildlife within the Township; and 

Ordinance 21-03 Amends Chapter 203, Article IV, Section 403, Subsections D-2 “Bees, Keeping Of’ and D-12 :Pets, Keeping Of”, adding a new Subsection D-4 “Chickens, Keeping Of’; 

The Board of Supervisors finds that these amendments are necessary for the protection of the health, safety, and welfare of the Township residents and consistent with the Code of the Township of Lower Paxton and the Second Class Township Code, Act 69 of 1933, P.L. 103 §607 and 1529; and 

The Township demonstrates additions and deletions to the Code by striking out deleted text and underlining added text

The Board of Supervisors of Lower Paxton Township, Dauphin County, Pennsylvania that the Lower Paxton Township Codified Ordinances are hereby amended as follows: 

Section 1: Incorporation by Reference. The above recitals and all referenced documents are incorporated herein by reference as if fully set forth herein.  

Section 2: Chapter 203, Article IV, Section 403, §D-2 “Bees, Keeping Of.” is revised by adding and deleting text as indicated in Attachment “A”, incorporated herein as if fully set forth. 

Section 3: Chapter 203, Article IV, Section 403, §D-4 “Chickens, Keeping Of.” is newly added text as indicated in Attachment “A”, incorporated herein as if fully set forth.

Section 4: Chapter 203, Article IV, Section 403, §D-12 “Pets, Keeping Of.” is revised by adding and deleting text as indicated in Attachment “A”, incorporated herein as if fully set forth. 

Section 5: Chapter 203, Article IV, Section 403, §D-4 through §D-19 is revised by adding and deleting text as indicated in Attachment “A”, incorporated herein as if fully set forth. 

Section 6: Repeal. All ordinances, or parts thereof, that are in conflict or inconsistent with any provision of this Ordinance, are hereby repealed to the extent of such conflict, and the provisions of this Ordinance shall be and remain controlling as to the matters regulated, herein.   

Section 7: Savings and Severability.  The provisions of this Ordinance shall be deemed severable and the invalidity or unenforceability of any one provision, part, or clause thereof shall not affect the validity or enforceability of the other provisions, parts, or clauses hereof.   If any provision or clause of this Ordinance, or portion thereof, shall be held by any court or other tribunal of competent jurisdiction to be illegal, void, or unenforceable in such jurisdiction, the remainder of such provision shall not be thereby affected and shall be given full effect, without regard to the invalid portion.   

Section 8: Incorporation Into the Code of Ordinances. By this Ordinance, all provisions adopted herein shall be incorporated into the Township of Lower Paxton Code of Ordinances by incorporating the adopted text, revising any index, appendix, or table of contents, alphabetizing, and numbering each section in accordance and consistent with the construction and format of the codification of ordinances.

 Section 9: Effective Date. This Ordinance shall become effective five (5) days from the date of adoption by the Board of Supervisors.  Following the public hearing on July 6, 2021, the Board of Supervisors will consider the enactment of Ordinance No. 21-03. 

A copy of Ordinance No. 21-03 may be examined without charge, or a copy of the Ordinance may be obtained for the cost to prepare the copy at the Township Municipal Building during regular business hours.

Informational Statement: April 2021
Information was recently released in error. This statement is to provide clarification.
The McNaughton Company will appear before the Planning Commission on June 2, 2021 and the Board of Supervisors on June 15, 2021, regarding the rezoning of a portion of Autumn Oaks Extended from AR to R-1 Low Density. More details will be released 30 days prior to the meetings.
Additionally, Ordinance 21-02 amending Chapter 203 of the Zoning Ordinance, Section 303.A, to modify the Lower Paxton Township Zoning Map (the “Zoning Map”) to rezone land from the (CG), Commercial General District to the (TC), Towne Center District. Ordinance 21-02 amends the Zoning Map to rezone from the (CG) Commercial General District to the (TC) Towne Center District will also appear on the Planning Commission agenda for June 2 and the Board of Supervisors agenda for the June 15, 2021 for consideration.

Public Notice - Issued February 5, 2021:
SALE OF PERSONAL PROPERTY; NOTICE IS HEREBY GIVEN THAT the Board of Supervisors of Lower Paxton Township will be offering for sale a climbing wall structure and associated liquid asset components. The climbing wall and associated equipment are located within Lower Paxton Township’s former Friendship Center, currently under operation as the Friendship YMCA, 5000 Commons Drive, Harrisburg, PA 17112.

Bidding for the personal property will open on Thursday, February 11, 2021, at 8:00 AM, and will conclude on Thursday, February 25, 2021, at 1 PM, at which time all bids will be opened and read aloud in Room 174 of the Municipal Center. The Township reserves the right to reject all bids submitted if it is deemed in the best interest of Lower Paxton Township. The Board of Supervisors will take action to award the bid at the March 2, 2021, public meeting. Public Notice - Issued December 1, 2020:
The Board of Supervisors of Lower Paxton Township hereby gives public notice that it will conduct its annual reorganization meeting on Monday, January 4, 2021, beginning at 7:00 p.m. at the Township Municipal Center, Room 171, 425 Prince Street, Harrisburg, PA. During the reorganization meeting, the Board of Supervisors will take action on Resolution 21-01, which appoints the firm of Brown Schultz Sheridan & Fritz to audit the accounts of Lower Paxton Township and replace the elected Township Auditors for the 2020 fiscal year audit. A regular business meeting will follow the reorganization meeting.

The Lower Paxton Township Auditors will meet on Tuesday, January 5, 2021 at 9:00 a.m. at the Township Municipal Center, Room 174, 425 Prince Street, Harrisburg, PA.

The Lower Paxton Township budgets for fiscal year 2021 have been prepared and submitted to the Board of Supervisors by the Township Manager. The proposed budgets are available for public inspection beginning Thursday, November 19, 2020 at the Finance Office of the Township Municipal Center, 425 Prince Street, Harrisburg, PA, 17109 from 8 AM to 4:30 PM, Monday through Friday. A summary of the 2021 budgets are also available here. The Board of Supervisors of Lower Paxton Township hereby gives public notice that a public hearing on Ordinance 20-07, is scheduled for Tuesday, July 21, 2020. The public hearing will begin at 7:00 p.m.in the Township Municipal Building, 425 Prince Street, Harrisburg, Dauphin County, Pennsylvania. 

Ordinance 20-07, would amend Section 203-301.A of the Lower Paxton Township Zoning Ordinance (the “Zoning Ordinance”) to add TC Towne Center to the list of designated zoning districts. Ordinance 20-07 would also amend Section 203-301.D of the Zoning Ordinance to add paragraph 17, which provides as follows: (17) TC Towne Centre District. The provisions of § 203-321. A. shall apply.

In addition, Ordinance 20-07 would add a new Section 203-321, TOWNE CENTER (TC) District to the Zoning Ordinance, which would include provisions with regard to Intent, Uses (Permitted, Conditional and Prohibited), Mixed Use, Master Plan, General Requirements, Dimensional Requirements, Design Standards, Bonus Provisions, Parking Standards, Streetscaping Standards, Usable Open Space Standards and Definitions.

Ordinance 20-07 also contains a repealer clause, a severability clause and a saving clause.

Public Notice - Issued July 1, 2020: Ordinance 20-06

The Board of Supervisors of Lower Paxton Township hereby gives public notice that a public hearing on Ordinance 20-06, is scheduled for Tuesday, July 7, 2020. The public hearing will begin at 7:00 p.m.in the Township Municipal Building, 425 Prince Street, Harrisburg, Dauphin County, Pennsylvania. 

Ordinance 20-06 would repeal Ordinance 95-6, 95-7, 95-10 and 19-04 which established policy and procedures for the issuance of building permits in the Beaver Creek Basin.  The Board of Supervisors desires to repeal the Beaver Creek Permits issuance procedures established by Ordinance 95-6, 95-7, 95-10 and 19-04, which are no longer necessary, due to the accumulation of a sufficient number of permits within the Beaver Creek Basin. 

Following the public hearing on July 7, 2021, the Board of Supervisors will consider enactment of Ordinance No. 20-06.

The Board of Supervisors of Lower Paxton Township hereby gives public notice that a public hearing on Ordinance 20-03, is scheduled for Tuesday, May 5, 2020. The public hearing will begin at 7:00 p.m. in the Township Municipal Building, 425 Prince Street, Dauphin County, Pennsylvania.

Ordinance 20-03 Amends Chapter 196 of the Code of Ordinances Titled, "Vehicles and Traffic," as it pertains to the Parking of Truck Tractors, and Trailers.

The Board of Supervisors hereby amends the sections as included hereinbelow, within Chapter 196, to read as follows:

§ 196-25. A. Truck tractors and trailers. The parking of truck tractors, truck tractors with trailers and trailers is prohibited on or along any and all public streets in any residential zoning district according to the zoning classifications and regulations set forth in Chapter 203, Zoning.

Truck tractors with trailers may be temporarily parked on or along any public street within a residential any zoning district for the purpose of and while actually engaged in loading or unloading property in front of or making local deliveries to premises situate on said street, provided that at least three portable emergency warning devices are displayed upon the roadway at the approach to the vehicle.

§ 196-27. C. Violations and penalties. Any person, firm or corporation violating any provision of this article relating to parking a truck tractor, tractor-trailer, camper, trailer, boat or other similar vehicle on a public street shall pay a fine in the sum of $25 if paid within five days, or upon failure to pay the sum of $25 within the aforementioned time period, then upon summary conviction before a District Justice be sentenced to pay a fine of $50 and the costs of prosecution, and in default of the payment thereof shall be imprisoned in the Dauphin County Prison for not more than five days.

Following the public hearing on May 5, 2020, the Board of Supervisors will consider the enactment of Ordinance No. 20-03.

Ordinance 20-01 Approves the vacation of a portion of Conway Road to Conway Associates, LLC. The vacation of Conway Road is a result of Conway Road being realigned as part of the Kendale Oaks, Ph 4 Subdivision Plan. The required realignment has been inspected and approved by the Township. This Ordinance will provide a reversion of a portion of the right-of-way of Conway Road to Conway Road Associates, LLC.
