Dr. Charles Stuart, Assistant SECRETARY/ treasurer
Dr. Charles E. Stuart is a highly experienced senior organizational leader, program director, and community impact strategist with over 25 years of leadership in the non-profit and government sectors. A disabled U.S. veteran, Dr. Stuart has committed his career to strengthening community systems, promoting educational leadership, and building partnerships that enhance public safety and youth development. He has lived in Lower Paxton Township for nearly 30 years.
His educational credentials include a B.S., General Science/Biology from East Tennessee State University, a M.A., Community Psychology and Social Change from Penn State University, and through Drexel University an Ed.D. in Educational Leadership and Management, additionally earning a PA State Certificate in Superintendency K-12.
Dr. Stuart has held senior leadership and program management roles across non-profit and government agencies, where he has driven organizational growth, operational excellence, and community collaboration. He currently serves as the CEO and Chairman of the Board for the Harrisburg Area Police Athletic League (HAPAL).
In his leadership roles, Dr. Stuart has played a key part in implementing community-focused programs, strengthening law enforcement partnerships, and expanding services that promote youth development and community wellness. Dr. Stuart's work centers on:

His early life naturally helped shape his pursuits and passions. He was born on November 20, 1955, in Johnson City, Tennessee where he grew up in the Jim Crow South during a time of racial segregation and community struggles. As the youngest of five children, his childhood on Wilson A venue taught him resilience and a dedication to service. His mother, Julia Mae Harris Stuart Cousins, was a strong influence, demonstrating discipline, respect, and devotion to community care.
These early experiences shaped his lifelong dedication to community empowerment and social justice.
