Active Transportation Plan

DPfathersonwalkingonpath-Copy-modifieLower Paxton Township has developed an Active Transportation Plan (ATP) to expand and improve options for walking, biking, and traveling throughout the community. This plan focuses on creating safer, more inclusive, and environmentally friendly ways to get around.


By promoting active transportation, the Township aims to enhance public health, reduce traffic congestion and air pollution, and enhance the overall quality of life for residents and visitors alike.


ATP plan elements can include:

  • Multi-use pathways: These connect neighborhoods, parks, schools, and commercial areas. 
  • Bike lanes and trails: Designed to encourage safer cycling routes for commuting and recreation. 
  • Pedestrian-friendly sidewalks: Enhancing walkability, making it easier for residents to travel on foot.
  • Public transit routes: Integrated with biking and walking networks to create seamless transportation options.

Timeline

  • The Greenway Committee led the foundational work of compiling data, identifying sidewalks, walking paths, and crosswalks.
  • The initial step was the development of the Greenway Plan
  • Next the Active Transportation Advisory Committee provided important guidance, context, and direction to ensure the new plan aligned with broader transportation, community, and development priorities.
  • Together, this work resulted in a comprehensive understanding of pedestrian, bicycle, and greenway opportunities throughout the Township.

Final Active Transportation Plan (ATP) 

On January 13, 2026, the Board of Supervisors approved the final ATP. As a next step an addendum to move forward with the Official Map was approved on January 20, 2026.

An Official Map is an ordinance backed tool that allows the Township to identify future public facilities, such as trails, sidewalks, and greenway corridors, and to negotiate easements or land reservations when development occurs. This visual tool will help ensure the connections identified through the ATP can be preserved and implemented over time, moving the Township closer to a continuous, township-wide active transportation network

Funding and Financial Impact


Lower Paxton Township has received funding to ensure the development of this plan is not an additional burden on residents. The project is supported by a $25,000 grant from the WalkWorks Program, administered by the Pennsylvania Downtown Center and the Department of Health. The remaining funds will be provided through a Community Development Block Grant (CDBG) already secured by the Township.
