[ARCHIVED] Lower Paxton Celebrates Local Government in April – Meet MS4 Coordinator Randy Allen

Randy Allen has served as a shared staff resource for Community Development, Public Works and Sewer, beginning as an Engineering Field Technician and now working as the MS4 (Municipal Separate Storm Sewer System) Coordinator, helping to ensure harmful pollutants are removed from stormwater runoff.

Before joining the Township nine years ago, he spent 32 years with a local business facilitating subdivisions and land development projects primarily within the municipality. When the company owner retired, Randy made a natural transition to Lower Paxton since he was familiar with our ordinances and municipal staff.

As a 25-year member of the Overview Anglers Club and an avid bass fisherman, Randy highly values the clean water impact his career efforts have made. As the Coordinator, he ensures compliance to the MS4 permit criteria and has partnered to develop a joint pollution reduction plan. His project team’s success at reducing the sediment load on Paxton Creek and the Chesapeake Bay by the 6/30/25 deadline is a significant accomplishment.

Some of his daily duties include reviewing designs and building plans, supporting construction inspections, and responding to public questions and concerns. Randy shared high praise for his Township colleagues explaining that even with the high volume of public requests team members go the extra mile researching and providing recommendations to help the submitted projects meet approval requirements. For example, last year Randy reviewed 400 stormwater management applications and provided suggestions to aid the approval process.

He will certainly be missed upon his retirement at the end of March. As warm weather ensues, Randy plans to return to his favorite fishing area in Ontario, Canada. He is also a talented chili cook and won the 2021 ICS World Championship for traditional red chili. This April, he will compete in his first Steak Cookout Association competition in Lancaster. As a new retiree, you’ll likely find him fishing on the Susquehanna or competing at the Hanover Chili Cookoff using SuckleBusters spices, his competition sponsor.
